Fire Prevention

Effective October 1, 2019

The El Dorado Hills Fire Department (EDHFD) will be resuming all services related to residential fire sprinkler systems within the El Dorado Hills Fire District jurisdiction. This does not currently include the community of Rescue. Residential fire sprinkler systems shall be designed and installed in accordance with Section R313 of the California Residential Code (CRC), National Fire Protection Association (NFPA) Standard 13-D (Standard for the Installation of Sprinkler Systems in One- and Two-Family Dwellings and Manufactured Homes, 2016 edition2), and all other applicable design standards required by the EDHFD Fire Code.

Procedures for the submission of design plans and field inspection requests to the El Dorado Hills Fire Department as of October 1, 2019:

1. Residential fire sprinkler system plan submissions and field inspection requests shall be made through our website at www.edhfire.com > Services > Request a Service.

2. Design plans, hydraulic calculation reports and product material specifications for system components shall be submitted digitally as a single PDF file through this link.

3. The following information shall be added to the cover sheet of all residential fire sprinkler system design plans submitted to EDHFD: NOTE: The on-site water supply serving the fire sprinkler system to the dwelling shall be adequately flushed to remove all debris and other potential impediments. The applicant and/or contractor of record shall verify the on-site water supply has been adequately flushed prior to the residential fire sprinkler system being connected to the riser.

4. Beginning October 1, 2019, all inspection requests shall be made electronically through this link.

5. Inspections of the residential fire sprinkler system shall conform with CRC Section R313.3.8 and as described below:

a. Pre-concealment Inspection. Plugs shall be installed in all sprinkler drops in lieu of sprinkler heads.

b. Pre-concealment Inspection. A hydrostatic pressure test of the residential fire sprinkler system shall be witnessed by a representative of EDHFD. The test shall be conducted at a minimum of 200 pounds per square inch gauge (PSIG) for no less than a 30 minutes duration with no loss in pressure.

c. Final Inspection. All recessed fire sprinkler heads shall have their cover plate removed during this inspection to verify that the head has been properly installed and aligned per the manufacturer specifications and NFPA 13-D.

Communities are increasingly concerned about wildfire safety. Drought years coupled with flammable vegetation and annual periods of severe fire weather ensure the potential for periodic wildfires. Years with heavy rains also play a role as they allow vegetation to grow thicker, taller and provide more fuel for fires than is normal. When this vegetation dries out, the fuel load and fire potential is significant for that specific area.

The purpose of Wildland Fire Safe Plans (WFSPs) is to assess the wildfire hazards and risks and protect lives, property, and native vegetation. These WFSPs build on basic rules and provide additional fire hazard reduction measures customized to the topography and vegetation of the development. Wildland Fire Safe Plans do not guarantee that wildfire will not threaten, damage or destroy natural resources, homes or endanger residents. The full implementation of mitigation measures will greatly reduce the exposure of homes to potential loss from wildfire and provide defensible space for Firefighters and residents as well as protect the native vegetation.

OPPOSES CAL FIRE SRA FEE

 

WHAT IS THIS FEE?

The State Responsibility Area (SRA) Fire Prevention Benefit Fee was enacted following the signing of Assembly Bill X1 29 in July 2011. This fee is imposed by the State of California and not by the El Dorado Hills Fire Department. The law approved the new annual Fire Prevention Fee to pay for fire prevention services within the SRA.

The fee is levied at the rate of $152.33 per habitable structure, which is defined as a building that can be occupied for residential use. Owners of habitable structures who are also within the boundaries of El Dorado Hills Fire District will receive a reduction of $35 per habitable structure.

The State Responsibility Area Viewer or the SRA Viewer Map allows users to view the spatial distribution of SRA at different scales and for different areas of the state. It can also be used to search for a specific address to help determine if someone is in or out of SRA.

WHAT IS THE FIRE DEPARTMENT'S STANCE? 

The El Dorado Hills Fire Department has FORMALLY opposed the CAL FIRE SRA (State Responsibility Area) Fee. Recently the Board of Directors has adopted a resolution against the fee. Please see the News Release and Resolution below, along with maps of the El Dorado Hills Fire SRA/LRA Maps.

This fee has been formally opposed by the El Dorado County Fire Chiefs' Association.
